Looking back through the archive, it's not a new thing either - she's stood holding one of her arms several times in the past; it really has to do with it creating a certain impression that - conciously or subconciously - suggests a few things about her as a character and her current situation. Compare this to Hani whom you can often find with her arms crossed or a hand on her hip, or Raene who tends to rest her polearm on her shoulder - either create a completely different impression from how Te'len tends to come across. If you mean Te’len, then I’m not sure what other reason I can give beyond because it’s the posture I felt was right for her to have.
